If you have sold something on ebay and for whatever reason the buyer opened a case against you and ebay sided with the buyer, whether they had evidence or not, if they refunded the buyer, they should not have taken the money from you.
Firstly ebay are not a judge and have no right to determine who is right or wrong in this case. It should be down to you as a seller to determine whether you think the buyer is just being dishonest or has a real case.
If the buyer thinks they have a real case they should take it up with a small claims court and retrieve their money back the correct way.
If ebay refund the buyer it should come from their pocket not yours. Ebay are nothing more than an advertising board, they are not a bank, they are not a law firm, they are not a judge nor a jury. Yet somehow they seem to think they can act as all 4. They have no rights to withhold funds from you, no matter what the issue is. The goods are yours, not theirs therefore the money is yours not theirs. The only money they are entitled to hold is the fees they charge. Even then you would only have to pay them if you thought they gave you value for money.
At the moment they expect new sellers to send off goods without even getting paid for them. Their excuse is to ensure that the seller is in good standing. Mmm as a new seller that would put me off ever using them again. How do I know they are not just con artists, judging by some of the sellers that have lost out a lot, I think they may be. Also how do I know the buyer is in good standing? Since I can't get information about the buyer until they have paid.
The only person that should decide if a buyer should be refunded their money should be you, or if the buyer takes you to court the judge. A judge will look fairly on the case more so than ebay ever would. Ebay have no lawful right to even take your money let alone hold on to it. It is not relevant whether or not you are a scammer that is not for them to decide.
If you want to claim your money back through a small claims court, these are the people you need to chase after. Remember they have no lawful nor legal right to hold onto your money. That is theft.

The biggest scammer here is ebay itself. They purport to being judge, jury and banker with no rights whatsoever. Their business practices wouldn't stand up in a court of law and they know it.
