If not paying council tax was unlawful....If not paying council tax was unlawful, they would have you up in court the minute you didn't pay council tax. If any person was obligated to pay council tax the bailiffs that turn up at your door would have that evidence to hand. If there was any evidence that the debt existed the bailiffs or council would be able to show it. An invoice is not evidence that a debt exists. If it is I have an invoice with your name on for £10,000 payable to me. Anyone can make and invoice and claim a debt, that doesn't prove the debt actually exists. Failure to prove the debt exists is fraud. If bailiffs are coming to your house or are already there, ask them to prove the debt exists, without that evidence nothing they do from then on is relevant, they can have a million warrants, but if they don't have evidence of you owing the debt then the warrants are just fraud.
